While holding this artifact, you gain a +1 bonus to spell attack rolls and spell save DC. In addition, you ignore half cover when making a spell attack. The Astural Scroll counts as a spell focus.
The Astural Scroll imparts knowledge from beyond the planes. Encoded in the rotating, ciphered, shifting inscriptions on the outer casing of the scroll are the secrets of history and of the arcane. You gain Advantage on History (Intelligence) checks and Arcana (Intelligence) checks when the subject concerns the Astral Plane. While wielding the Astural Scroll, you may cast Dancing Lights at-will, however the lights always appear as star light, rather than any other form they might normally take.
There are more secrets to uncover upon the scroll's coded exterior. You may expend a spell slot of 1st level or higher to attempt to discover other spells contained within the scroll.
Curse. This scroll is cursed. Attuning to it curses you until you are targeted by the remove curse spell or similar magic. Removing the scroll fails to end the curse on you. While attuned to this item, you feel a compulsion to seek knowledge and discover the secrets of the Scroll. Any time the night sky is visible, you feel compelled to stare at it. You suffer Disadvantage on Perception (Wisdom) checks when elements of the night sky (moon, stars, auroras...etc.) are visible. You are not aware of these effects, even if they are pointed out to you.
Notes: Bonus: Spell Attacks, Bonus: Spell Save DC, by a sorcerer or wizard
