Wondrous Item, rare (requires attunement by a Owner must hold agate in his/her mouth for two hours if moving or one hour under short rest conditions. )
Once per day, the owner can pop this agate into their mouth and speak to and understand any elemental creature from the plan of water. This will also work with creatures that cannot normally speak. It does not cause the creature to automatically regard the owner as friend or foe, that will depend on the situation and the interaction.
Notes: Owner must hold agate in his/her mouth for two hours if moving or one hour under short rest conditions.
