You have a +1 bonus to attack and damage rolls made with this sling. In addition, this enchanted sling holds up to 4 charges. The sling regains 1d4 expended charges daily at dawn.
While holding this enchanted sling, you can use a bonus action to expend one of its charges to cast Magic Stone. The +1 to attack and damage from this weapon applies to any Magic Stones fired using it.
While you are holding this enchanted sling, you can use an action to expend three of its charges to cast Magic Missile as a 1st level spell.
Proficiency with a Sling allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.

Well that looks fun. though as n artificer they'd probably opt for the reloading infusion and ignore the magic stone making there and save it for magic missle. I imagine? Although if I were making it, I'd probably opt out of magic missle, and apply a method for increasing sling range. Like removing disadvantage up to 120 for an hour (or min) via a charge use. Giving a solid option for long range for no firestrike moments.
Although--part of the benefit of magic stone, is the a bility to hand it off to NPCs or folks who don't have magic weapons during a specific moment. Does this allow magic stone hand off, or is it only for use with the sling?
You cast the spell as per normal. If you use this sling to fire Magic Stones you get a +1 to Attack and Damage with it. Even if someone else makes the stones, if anyone uses this sling to fire them they still get the bonuses.
I didn’t think an Artificer could infuse a Magic Item? How would they give this the reloading Infusion?
Also, if the user has the Sharpshooter feat that would work with this Sling too.

You could always enchant Your ball bearings (bag of 1,000) with Swift Quiver. Of course, that’s the beauty of home brew. Make what suits your game.
This weapon was designed for lower level Magic users who have limited selection in Cantrips and will quickly run out of spell slots, but it is also useful as a “backup piece” for non-magic users who just need a little extra from time to time.
