Wondrous Item, artifact
The holder of this item is able to grant restoration and protection to anything with the right conditions. The protection/restored item gains those effects permanently, unless the user for whatever reason, decides to pull away the effects, thus leaving the item/area in its original state. If the effects are bestowed upon a creature however, the protection will only last as long as the user wishes, and the restoration simply restores the creature to its best form.
Notes: Healing, Warding
