A Sai is usually used as the second weapon (or possibly both weapons) in a two handed fighting style. A person fighting with the Sai can use it to block an attack and if the attacker is using a martial melee weapon (sword, mace, etc.) the two prongs on the outside of the weapon is intended to entangle the weapon as part of the blocking maneuver.
Game Mechanics: Player must choose to use the sai to block with instead of attack with if the choice is to block then there is a +2 to AC (the same as a shield bonus). When the player chooses the block action with the sai and defends an attacker's melee weapon attack (the attacker misses) the attacker must make a strength save to maintain grip on his weapon. A failed attacker's save means the attacker loses the weapon. In the event the attacker fights with multiple weapons this can only be done for one weapon. In the event the attacker gets multiple attacks with the same weapon then this save is only made on the first miss the attacker makes.
Proficiency with a Shortsword allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.
