While wearing this amulet your spell save DC increases by +2 and you gain a +2 bonus to all spell attack rolls.

This amulet has 18 charges.  You can expend any number of its charges to cast a spell you know that is equal to the number of charges used.  For example, spending 9 charges would allow you to cast one 9th level spell that you currently have prepared.
