This Amulet has 5 charges. The amulet regains 1d4+1 charges during a long rest.
While wearing this Amulet, you can use an action to cast the Disguise self spell from it by expending 2 charges or the spell Alter Self by expending 3 charges. The spell ends if the hat is removed. A single charge can be used to recast the spell to extend its duration and maintain the same disguise. 
While using the either spell in through this item, they do not require Concentration.
