Wondrous Item, legendary (requires attunement by a Bard.)

This ancient and long forgotten war drum has seen better days from the looks of it.  The leather on top is worn thin, and the body of the drum show excessive amounts of wear, damage and grime.  But there is more to this drum than meets the eye, as it was used in countless battles to inspire boldness and taunt those who stand in its way.  Upon attuning to the drum, and meeting the level requirements to use its abilities, the wielder of this drum gains the following abilities: 

1st Level:  While you are playing this musical instrument, you can create harmless, illusory visual effects within a 5-foot-radius sphere centered on the instrument. If you are a bard, the radius increases to 15 feet. Sample visual effects include luminous musical notes, a spectral dancer, butterflies, and gently falling snow. The magical effects have neither substance nor sound, and they are obviously illusory. The effects end when you stop playing.  Requires Concentration

1st Level Vicious Mockery:  2x/Long Rest

  • Duration: Instantaneous

You unleash a string of insults laced with subtle enchantments at a creature you can see within range. If the target can hear you (though it need not understand you), it must succeed on a Wisdom saving throw or take 1d4 psychic damage and have disadvantage on the next attack roll it makes before the end of its next turn.

This spell’s damage increases by 1d4 when you reach 5th level (2d4), 11th level (3d4), and 17th level (4d4).

6th Level:  Otto’s Irresistible Dance 1x/Long Rest

  • Casting Time: 1 action
  • Range: 30 feet
  • Components: V
  • Duration: Concentration, up to 1 minute

Choose one creature that you can see within range. The target begins a comic dance in place: shuffling, tapping its feet, and capering for the duration. Creatures that can’t be charmed are immune to this spell.

A dancing creature must use all its movement to dance without leaving its space and has disadvantage on Dexterity saving throws and attack rolls. While the target is affected by this spell, other creatures have advantage on attack rolls against it. As an action, a dancing creature makes a Wisdom saving throw to regain control of itself. On a successful save, the spell ends.
