For a Genasi, you can cast the plane shift spell and on a successful DC 15 Intelligence check, can either send you or whoever is wearing the amulet to a different location on your existing plane of existence or the elemental planes. You must be able to perform the plane shift spell traced on the amulet (you must be able to touch the amulet with a forked, metal rod to trace the pattern). On a failed check, each creature and object within 15 feet of the amulet travel to a random destination within twenty miles of your current location. Only Genasi and Genies can cast with the amulet. However, a Genasi or Genie can send someone else of any race anywhere on their existing plane or on an elemental plane of their choosing given a successful check.

If a Geni is casting the spell, they have advantage.
