A segmented silver collar is attached by a ten-foot-long, silver chain to a bracelet. When the collar is closed around the neck of a magic-user (of any class or type of magic), it becomes nearly impossible to unlock (DC 30 Dexterity), except for the individual who closed it initially. The bracelet can be slipped on and off at will.
When wearing the bracelet and the collar is enclosed around the neck of a magic user, the "handler" (the individual wearing the bracelet) can suppress the ability of the magic user to cast magical spells of any kind. In addition, the handler can use the power of the leashed mage to cast their own spells which can either originate from the leashed mage or from the handler themselves. The spells that the handler can cast are any that have been prepared or are known by the leashed magic user, in addition to any that the handler knows or has prepared. Any spells that are cast automatically use up the leashed mage's spell slots first; when those are consumed, then the handler's spell slots begin to be used. If the bracelet is removed from the handler, the leashed mage will find themselves still unable to cast spells without the permission of someone wearing the bracelet. Anyone who is collared by the A'dam becomes psychologically unable to touch the bracelet, no matter how hard they try.

It has balance and is well described. It is a perfect tool for a BBEG to wield and only really becomes a problem if your murder hobo party manages to enslave a high level wizard. Likewise it seems to purposely omit specifics on what happens if you simply kill the leashed individual. This allows for some creative DMing or the most likely expected they simply die or go to deathsaves unable to cast or expend any of their spell slots and are therefore now useless to the handler who would then have to waste a couple turns if they wish to attach it to someone else. Likewise the handler can be charisma'd into taking the bracelet off like with command or suggestion, leading to a potential quick death and amusing story arc on how to free the party's sorcerer from the collar. Restricted to 10 ft from the handler could be a problem for either of them and it only mentions that removal is difficult nothing about who can utilise it so anyone can be the handler not just the one who closes the collar. Some really fun and interesting gameplay can be made here and I don't see any gamebreaking flaws in the item.
EDIT: I love the idea of killing an enemy who has taken a party member and attached this, then for the lols using it to strap them to some random fencepost while you go deal with something and they are compelled to not touch the bracelet to free themself from the fence (which for DM fun may just end up being a mimic who is now in control of the the caster's magic)
