The Amulet of Spell Creation allows it's user to create new spells. Any spell can be created, but cannot be removed from existence. Once created, someone with high enough magical power can cast the spell, even against the owner of the amulet.
Retributive Strike. The user can use an action to break the amulet over their knee or against a solid surface, performing a retributive strike. The amulet is destroyed, as long as the attuned user passes a DC 20 strength check and is inside an anti-magic field, and releases its remaining magic in an explosion that expands to fill a 1000-foot-radius sphere centered on it, alternatively, the user can name a species and both the user and the every member of the named species is destroyed.
Notes: Immunity: All, being of neutral allignment. After attunement the amulet imparts it's use to the user.
