Annulus of Spell Amplification

History/Description - A master wizard came to realize his power had limits.  This led him to study synergy items that could boost his power over this plateau.  After decades of study, this was his crowning achievement.  The Annulus is a ring 12" in diameter.  It has the look, weight, and feel of common metals blended together but you can't identify what they are.  When activated the ring becomes 36" in diameter.

Powers/Abilities - The power of your spell is doubled when it passes through the center of the Annulus of Amplification.  Ray of Frost, for example, is a beam of blue-white light produced by the caster that streaks toward an enemy doing 1d8 damage... If Ray of Frost goes through the Annulus it will do 2d8 damage.  The Ray also visually appears to double in size and/or magnitude.

How to use it - Upon inspection the item reveals its command word.  When commanded it grows to 36" in diameter and levitates within a foot or so of the hand that was holding it.  The caster can then cast a spell through it.  The Annulus can also be used by another party member or minion so the caster has both hands free if needed.  Has 1-2 uses per day (DM discretion).

Thoughts/Options - This item may require lots of DM discretion as not all spells make sense with the item.  Item could have penalty to single user because they have to aim their spell through the ring.  Maybe as in Ray of Frost example where the caster makes a ranged spell attack against the target, there is a penalty to the attack roll.  Maybe the target gets a bonus to a saving throw roll.  If Annulus held by another person the penalty will be lining up your shot as they must physically move to place themselves in line of the spell.  This will probably cost them a move or attack action.  Maybe Annulus does more than double your spell but is usable less often.  Item shouldn't be overpowered or too difficult to use...adjust as necessary.
