Amulet of Candlekeep's Blessing

This amulet is in the shape of a small platinum fortress with a small sapphire candle in the center.  Upon attunement the amulet briefly flares and then melds partially into the attuned creatures chest.

While attuned, the wearer is granted the following:

• Permanently granted Intelligence +4, to a maximum of 30
• Permanently granted Wisdom +4, to a maximum of 30
• You gain proficiency with the History skill (or double your proficiency if already proficient)
• You gain proficiency with the Insight skill (or double your proficiency if already proficient)
• You can use an action to cast the spell Identify (Must roll a d6 after casting spell. On a roll of 1 or 2, cannot cast spell again until next dawn.)

If you should become un-attuned, make a Constitution saving throw (DC 25). On a failure, your Intelligence and Wisdom goes down by 6.
