Wondrous Item, rare (requires attunement by a Wood Elf)

This tankard has a stern face sculpted into one side. Using your command word fills the tankard with Skorge, an alcoholic beverage of extreme potency, enough to fill 5 normal drinking mugs.  You can use the command word twice per day, and the number of charges on the item resets at each dawn.

YOU: You can drink this liquid without requiring a DC saving throw, and you can drink one mug of the Skorge poured from this tankard without becoming inebriated. Drinking 2 mugs of liquid from this tankard in one hour causes you to become inebriated, 3 mugs in one hour causes you to be stunned while 4 or more mugs in one hour renders you unconscious until you take a long rest.

OTHERS (Friendly or Neutral):  The Skorge affects others immediately and they become inebriated after one mug, stunned after 2 mugs in an hour and unconscious after 3 mugs in an hour.  They stay unconscious until after a long rest.  No friendly or neutral person you persuade to drink this Skorge has to take a DC Constitution save.

COMBAT: You can dip your weapons (arrows, daggers, melee weapons) in this liquid while in combat as a bonus action (or somehow get the target to drink the liquid) and cause the following:
1) If the target drinks this liquid, it must make a DC16 Constitution saving throw.  If it hit by a weapon dipped in the liquid, it must make a DC12 Constitution saving throw.
2) On a failed save (in either case), the target rolls with disadvantage on all check rolls.  On a successful save, there are no effects.
3) At the beginning of each of its turns (if it failed the first save roll), the target rerolls the Constitution saving throw.  If it fails the second attempt, it continues to have disadvantage and also inherits the poisoned condition.  A successful save roll removes all effects.
4) If the target fails a 3rd saving throw in a row, it becomes incapacitated.  If not killed, it recovers completely after a long rest.

The Skorge applied to weapons dries after combat ends and is considered to be no longer present.  The Skorge is similar to poison, but not poison, so it can be applied to Arrows of the Branch.
