This item appears to be the mummified foot of a small child, capped at the ankle with metal and attached to a short chain or thong. It is in fact the foot of a Halfling that agreed to a poorly considered hag bargain.
While the item is on your person and you are attuned to it, you gain three luck points per day. You can spend a luck point to roll an additional d20 when making an attack roll, ability check or saving throw as an alternative to the original roll. You may also spend a luck point to grant an alternative roll for attacks that target you.
The Halfling's foot grants no benefits to characters that already have the Lucky feat nor to halflings other than the foot's original owner.
Attunement of the foot or use of it by any character other than the foot's original owner constitutes an evil act. Repeated use of this item eventually pushes the users alignment towards neutral evil.
