An arrow of quelling is a magic weapon meant to quell severe weather. Some are more focused than others, and should only be used by those both skilled in archery and the ways of weather. For example, in the hands of a novice, an arrow of quelling may turn a mere thunderstorm into an outright hurricane. By contrast, in the hands of a true Archmage, an arrow of quelling can be used to turn an outright Malestrom into a breezy ocean wind able to carry a ship to safety.
When fired at a target, the arrow does 1d8 lightning damage to any creature it hits. It has massive critical from being a masterwork weapon (+ 1d4 to critical hits), as well as a critical range of 18-20.
To activate its true ability, however, the arrow must be fired directly into the sky from as tall a structure as possible, to determine the impact of the spell roll 1d6 and add the archer's Intelligence modifier.
On a 1 the storm's rage increases and all present within 60ft of the archer should take 1d8 lightning damage.
On a 2 the storm is not quelled, and all present within 30ft of the archer should take 1d8 lightning damage.
On a 3 the storm is not quelled, but only the archer should take 1d8 lightning damage.
On a 4 the storm has begun to die down (i.e., the hurricane has become a light thunderstorm)
On a 5 the storm has been quelled momentarily, allowing safe passage for 2 hours.
On a 6 the storm has disappeared completely (i.e., The Maelstrom has turned into a clear day)
