Anti-Magic Cuffs

These Cuff's when not active look like two mundane silver hoops with about a 1/3 of a meter diameter. to use this item you must place the hoops around the arms or hands of the intended target and say the magic word to activate it when first found if not told you must succeed a DC 14 Arcana check to find the magic word and a DC 17 Arcana check to know how to change the magic word. the magic word can be changed once a day and the magic word can be anything in any language but can only be one word. when the Cuffs are activated they shrinks to the size of the wearers arm or wrist and are attracted together while under the effect of the Cuffs the wearer's magic is disabled and there vision becomes blurry only being able to make out outlines of objects and people and they can only hear mumbling unless the noise is extremely loud. the Cuffs can be disabled by saying the magic word again.
