shackle: as a bonus action on hit you may twist the chain and cause garrotte like chains to spiral out and attempt to wrapped around the target. The target must make a dex or strength save if throw against Damage dealt+pro. On a fail the target is considered grappled but may move at a cost of 3 feet per one foot travelled.
Adjudicate: on your turn as part of the attack action you may use an attack to attempt to pull the target to you. The distance between you dose not matter so long as it is within range of the Adjudicators shackle. Make an athletics check versus the targets athletics or strength save. On a fail the target is pulled all the way to you. This movement dose not provoke opportunity attacks but triggers all other effects.
Proficiency with a Javelin allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.
