Weapon (whip), rare (requires attunement)

You have a +1 bonus to attack and damage rolls made with this magic weapon.

When you hit a creature with this weapon, if that creature is Large or smaller it must make a DC 13 Strength Saving Throw. It may fail on purpose. If it fails, then until the creature is freed, it is Restrained. A creature can use its action to make a DC 13 Strength Check, freeing itself or another creature within its reach on a success. The wielder of this weapon can release a creature Restrained by this weapon using a Bonus Action. While a creature is Restrained by this weapon, no other attacks can be made using this weapon, and there can be no more than 10 feet between the weapon's wielder and the Restrained creature.

This magic weapon has 3 charges. While holding it, you can use a Bonus action and expend 1 charge to lift a creature Restrained by this weapon 10 feet into the air above you. While the creature is floating in this way, it is weightless. If you move while holding a floating creature the floating creature will move with you. If any other effect moves the Restrained creature lower than 10 feet above the ground, it will rise back to 10 feet up as soon as possible. This floating effect lasts for 1 minute per expended charge, or until the wielder releases the weapon or the Restrained creature is freed. When the effect ends, the floating creature immediately regains its weight and falls.

Proficiency with a Whip allows you to add your proficiency bonus to the attack roll for any attack you make with it.

This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.

Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.
