Wondrous Item, very rare (requires attunement by a Monk, while meditating wearing the robes)
Each time the monk spends Ki Points, they gain 2 temporary HP per Ki Point expended, and can move 5 feet for every 2 Ki Points expended without provoking opportunity attacks.
The monk also gains proficiency in stealth, and +1 to attack and damage rolls with unarmed strikes.
