This curious contraption is in fact a small, surreptitious hand crossbow that can be worn on a wrist or forearm snd does not require a free hand in order to use. When you roll for initiative you can immediately use a reaction to fire the weapon at a creature you can see within range using the stats for a normal hand crossbow. if the bolt in this way you can use a bonus action immediately after taking the attack action on any following turn to make a single attack with the crossbow. The bracelet has two rings attached by strings. one is used to draw the string the other is used to fire. It takes an action to reload.
Proficiency with a Hand Crossbow allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.
