Arrow of Web

When this arrow strikes a target, it deals no damage.  When it makes impact, whether it hits or misses, it casts the Web spell centered on where it made impact.  It is up to the DM where the Web spell is centered when you miss an attack.  The DC for the saving throw and strength check are 13.
