This ancient and terrible artifact was crafted from the femur of an ancient gold dragon, the first of its kind. The rod was first used to bring dragons to assault the Hammer of Koloss, a living city that blended machine, magic, flesh and stone in monstrous form as it crawled across the world of Galled Thrane, absorbing everything in its path. Whoever holds the rod commands a great and terrible power, dor dragons cannot help but do their bidding.
Whilst holding this Rod, you may use an action to cast Dominate Monster on a Dragon within 500 feet with a DC of 30. If the dragon fails its saving throw the Dominate Monster spell has no duration and the dragon is permanently under your control. The dragon cannot be made to turn against its new master for any reason, and will forgo any other type of action to protect its master if it believes they are in danger. You may control any number of dragons using this ability.
Whilst within one mile, this control is absolute and the dragon is a willing slave. If the rod moves over one mile away, the dragon's own personality will reassert, though it remains aware of the control and cannot disobey any commands that have been given to it, and will continue to carry out the desires of its master. If the Rod moves to another plane of existence, all dominated dragons regain their free will and the effects end. Most dragons will attempt to go on with their own plans, but will do so in a way that still meets the wording given by the Rod's bearer.
The Rod has the following additional properties:
Whilst attuned to the Rod, the wielder cannot be Charmed of Frightened.
Whilst attuned to the Rod, you can cast Speak with Animals at will.
Whilst attuned to the Rod, your Charisma increases by 2
Whilst attuned to the Rod, your Constitution increases by 2
Whilst attuned to the Rod, other creatures can't take short or long rests within 300 feet of you.
Whilst attuned to the Rod, you deal 1d6 Necrotic damage to any plant you touch that isn't a creature.
Before using the Rod's domination ability, you must draw blood from a willing or incapacitated creature within your reach, using a piercing or slashing melee weapon. The subject takes 1d4 damage of the appropriate type.
A living creature attempting to attune to the artifact must succeed on a DC10 Constitution saving throw or die from the shock and becomes transformed into a Wight under the DM's control.
Destroying the Rod
The Rod can be destroyed if a 24 hour ritual is completed atop a vast mountain. During that time, all chromatic dragons that have been Dominated by the Rod that are within 500 miles become aware of the ritual and will try to stop it if they can. The ritual requires the consumption of crushed diamonds worth 50,000gp and must be performed by a cleric, a wizard, a sorcerer, a druid and a bard who cannot rest or break their concentration for more than 1 hour during the 24 hour period. Each participant must be at least 12th level.
If the Rod is destroyed, all Dominations are broken and the dragons will immediately seek to destroy the one that bound them.
