Ankle weights

While wearing this your speed is dropped by 10 feet when removed your speed increases 30 feet for 10 minutes also dexterity increases to 24. When 10 minutes are up your speed drops 2 0 feet for 1 turn also you can only make a action or bonus action for that turn.
