Incapacitating Cartridge Emitting Railgun
Using special cartridges, this gun-like item fires small pellets that release a magically enhanced toxin that renders the target unconscious.
When you make an attack with this weapon, ignore the damage it deals. Instead, have the target make a DC 17 Constitution saving throw, if the saving throw succeeds, the target is poisoned, and has disadvantage on the next saving throw against this effect, if the save fails the target is knocked unconscious and is incapacitated.
Proficiency with a Pistol allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.

I have made this item to suit a background for an organisation similar to SHIELD, i have not made this background or the organization because i don't have a name for the organization. if you have any ideas please let me know, the organization is based off the five metallic dragons and has five divisions suited to deal with certain magical threats. Its basically just SHIELD with more obvious magic.
Sounds sick! The ICER is also really cool, would this organization be good like shield? Or is it corrupt?
I think that it would be a Hydra/SHIELD situation, one is working towards a better future and the other is working for world domination.
I’ve also thought about downsizing it to three simple divisions, Ops, Information, and R&D as opposed to
Gold: peace ambassadors
Bronze: Soldiers
Copper: Shadow ops
Silver: R&D
Brass: Info handling
