Amulet of the Diplomat

This amulet gives the magical ability to understand written and spoken language, with the effects focused on the amulet, not the caster.  The effect applies to any sentient beings within 30 feet of the amulet, friendly, neutral or hostile.  The effect is constant, and beings affected gain the following abilities:

• Understand any spoken words in any language (if the entity can already understand the concept of spoken language, and can hear).  This applies to the speaker and any listeners within range of the effect. 
• Read any written language (if the entity is able to read).

The effect does not grant the ability to read, hear or speak if the entity does not already possess the ability.
