Amulet of Rejuvenation

On inspection this simple silver necklace is vastly unremarkable. Hosting an empty locket and simple silver links there is nothing that stands out. On closer inspection by a sorcerer however, especially with the detect magic spell active it lights up with an extremely potent magical aura. Due to its nearly unique creation and nature, it is useless in the hands of anyone not born with innate magical abilities (anyone not a sorcerer).

When attuned by a sorcerer the amulet does several things at once.

1: Its appearance changes into a tight fitting, thin black choker, wrapping itself permanently around the users throat. It is now impossible to remove.
2: While attuned, the wearer can use a bonus action to speak its command word and regain one expended spell slot up to (and including) level 7
3: Once used twice, it can't be used again until the next dawn.
