Wisp Stick Flavor - 3rd Eye
These sticks are dark purple with a single silver eye scrawled into it. When lit, its nearly black smoke give off a faint sparkle and lavender scent.
Tastes like blueberries!
Benefits:
All Seeing Eye
You gain the ability to see invisible creatures and objects as if they were visible.
You are also able to see into the Ethereal Plane, the creatures and objects there appearing ghostly and translucent.
Penalties:
Immediately after consumption, an eye grows from your forehead, causing you 1d10 damage.
Although you are capable of seeing into the Ethereal Plane, all creatures there within 60ft of you can see you too. You will have disadvantage on against any attacks these creatures make against you.
At the end of the stick's duration you hallucinate for the next 1d4 hours.
GENERAL WISP STICK RULES
Duration: 1 hour
Made from the crushed leaves of the Scarlett Heights flowers that grow along the Reaper's Pass and combined with enchanted gem dust, each of these sticks harbor a variety of magical benefits and penalties based on the flavor used. Each pack comes with 12 sticks which can be broken down into specific flavors, although variety packs are also an option.Each stick has a duration of 1 hour, regardless of the potential benefits have been used up or not.
Any spells contained within the sticks that normally require concentration will no longer require concentration.
Proper usage of Wisp Sticks require inhalation through the filtered end of each stick.
Second-hand inhalation does not grant any of the benefits or penalties normally acquired through proper consumption.
Consuming multiple sticks within the duration period of another stick will cause the stacking of both the benefits and the penalties, however consuming multiple sticks of the same flavor in this time period will not cause this stacking effect unless stated otherwise.
Consuming more than 2 sticks within 1 hour will result in an Overdose (Overdose rules are to be determined by your DM).

First off let me say these are really neat items. Reminds me of Chems from the Fallout series. Good work!
A few things I'd adjust though:
"Although you are capable of seeing into the Ethereal Plane, all creatures there within 60ft of you can see you too. You will have disadvantage on against any attacks these creatures make against you." - I assume your intention is that creatures who attack you from the Ethereal plane have advantage on their attacks against you? Or at least you'd have disadvantage on stealth with invisibility not working at all similar to the effects of a Faerie Fire spell.
"At the end of the stick's duration you hallucinate for the next 1d4 hours." - You should probably list what conditions or effects the hallucinations give. Is the character hallucinating to the point of being incapacitated or do they just have disadvantage on perception checks?
Also what sort of damage does the eye cause? For resistance purposes.
