This amulet acts as a conduit to Mechanus, allowing the force of law to flow into its wearer. It appears to be a standard Clockwork Amulet(XGtE, Chapter 2), and is identified as such if a character spends a short or long rest examining it. Only an Identify spell (or similar magic) will reveal the Mediocrity curse before it is triggered, though inquiries made via Augury and Divination spells will hint at its true nature.
Curse: When a creature attempts to use the amulet's magic on an attack roll as if they were using a Clockwork Amulet, the curse takes effect. The amulet can then be removed and is still capable of bestowing the curse on other creatures, but each creature cursed by it requires a Remove Curse or Wish spell to be cast on them in order to free them from the curse. While under the curse, a creature is doomed to mediocrity in everything it does. Luck's effect on the creature becomes negligible, making catastrophic failure and glorious success equally unlikely. Whenever the cursed creature makes an attack roll, a saving throw, or an ability check, roll 3d20 and drop the highest and lowest rolls, taking the median of the three die rolls as the result. If doubles or triples are rolled, the number that is rolled more than once is your result. For example, if you roll a 20, a 17, and a 5, use the 17, and if you roll all 15s, or if you roll a 15, a 15, and a 6, use 15. If a roll is made with Advantage and/or Disadvantage, that particular roll is not affected by the curse.
This item has a Damage Threshold of 10, has immunity to Psychic damage, and resistance to Bludgeoning, Piercing, and Slashing damage from nonmagical sources, though attacks made with Adamantine weapons ignore this resistance. If the amulet is destroyed by surpassing its damage threshold or by casting the Chaos Bolt spell at it, all creatures still carrying its curse are released from it.
