This item appears to be some form of stout wand. The Arcanic Spanner is the creation of Scrixie Framplestamp, Rock Gnome, Tinker, and Chronurgy Wizard from the material plane world of Qanaros.
It is an elegant design, built from alloys of adamantine, mithril, and gold, plus various precious stones. If the spanner lacked magical properties, the spanner would be worth at least 1,000 gp. The base of the spanner is a blue crystal wrapped in a metal cage, storing the arcane energy powering the device. The shaft can be pulled out along the central axis, spun, then locked back in place to enable it's different functions. The actuator is a round ruby appearing as a button at the top of the grip. The focal point is a jade gem encircled by a crown of adamanite prongs that provide protection from damage.
Through the infusion of the enchantments related to mage hand, when the selector is set properly, this device can function either as tinker tools or thieves tools. A failed skill check will not break the device, but the user can receive 1 hp of force damage, if the failure is greater than 15 from the DC (DMs discretion).
The spanner can produce illumination from itself (at will) as the light cantrip. It also allows the user to repair small items in the manner of the mending cantrip. A unique feature is that is can reverse the mending function, allowing items of similar size to be cut or fractured, assuming they aren't made of special materials with greater resistances.
The spanner can also be used as an arcane focus for wizards and artificers.
