Arm brace of the Celestial

This arm brace seems quite ordinary to the untrained eye. To the trained eyes this item seems to radiate celestial magic.

While wearing this arm brace, your Strength score changes to 30 and your Intelligence score changes to 20. The item has no effect on you if your Strength or Intelligence without the brace is equal to or greater than 30 or 20 respectively.
