While you are attuned to this item, you gain the ability to absorb a bit of magic from any spells you disable. 

When you successfully dispel a magical effect of 1st-level or higher using 'Dispel Magic' , or successfully counter a spell of 1st-level or higher with 'Counterspell', you regain a spell slot of a level equal to 1/2 the spell level of the dispelled or countered effect.
