Amulet of the Talking Animal

When worn, this necklace gives a creature that cannot speak, but can understand a language, the ability to speak.  This is mainly for players who are animals, or players with animal companions.  The creature can only speak the language that it can understand.  For example: a goose (homebrew player character) can read and understand Common, Abyssal, and Infernal, but cannot speak.  While wearing this amulet, the goose can now speak all three languages.
