The blade has (Your Fighter Level/2, Rounded Down) points, when attacking you can choose to spend those points adding to you To-Hit Modifier or Damage On-Hit, this can be any configuration you want, the configuration is chosen at the beggining of your turn, resetting every turn.
E.g. A level 12 Fighter with 18Strength, 2-Handing the Longsword. They have +7 To-Hit, Dealing 1d10+4. As Level 12 they have 6 Points, deciding to spend 4points on To-Hit and 2points on Damage, Their attack is now +11 To-Hit, Dealing 1d10+6.
You can Alternatively choose to spend 5 Points to gain One Extra Attack.
Points refresh at the beggining of your Turn
Proficiency with a Longsword allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Sap. If you hit a creature with this weapon, that creature has Disadvantage on its next attack roll before the start of your next turn.
