Willy leaks. Every 2 seconds a drop of water is produced. Leaking Willy is a vestige of divergence and connected to the water plane. When attuned to Willy the person themselves start sweating water profusely, making their clothes and hair constantly wet. The attuned person als needs to go to the toilet every 30 minutes.
Dormant
This wand has 7 charges for the following properties. It regains 1d6 + 1 expended charges daily at dawn. If you expend the wand's last charge, roll a d20. On a 1, the wand liquifies.
Spells. While holding the wand, you can use an action to expend some of its charges to cast one of the following spells (save DC 17): Tidal wave (5 charges) or Create or Destroy Water (2 charges).
- "Stream" Create or Destroy Water (1 charges).
- "Geyser" [Tooltip Not Found](3 charges) produces 30 gallons of water that gushes forth in a geyser 30 feet long and 1 foot wide. As a bonus action while holding the decanter, you can aim the geyser at a creature you can see within 30 feet of you. The target must succeed on a DC 17 Strength saving throw or take 1d4 bludgeoning damage and fall prone. Instead of a creature, you can target an object that isn't being worn or carried and that weighs no more than 200 pounds. The object is either knocked over or pushed up to 15 feet away from you.

The wand gains 2 extra charges for a total of 9. The person attuned develops guills and there fingers and toes change to webbed. Your swimming speed is the same as your running speed. You have underwater breathing.

The wand gains an extra charge for a total of 10.
- For an action you can polymorph into a water elemental. The effect lasts for 10 minutes.
