it essentially allows you to cast the spell Absorb Elements at first level to cast the at higher levels you have to spand exter charges or, it casts the spell on the level equal to how many ability score improvement you have, whatever seems more balanced to you.

Plate consists of shaped, interlocking metal plates to cover the entire body. A suit of plate includes gauntlets, heavy leather boots, a visored helmet, and thick layers of padding underneath the armor. Buckles and straps distribute the weight over the body.
