This book contains a variety of insults, compliments, and songs, all of which are charged with magic. Using a bonus action, a creature can read the tome to gain a magically charming one-liner, the details of this are determined by rolling a [roll]1d6[/roll]. The spell or ability can be used as part of the bonus action, but it can be held and cast with a bonus action for a maximum of five rounds. The book can be used this way 3 times a day and the spellcasting modifier for any spell cast through this book is CHA.
A bard can also read the book as part of a long rest to gain an additional spell slot of the highest level they have, but the book cannot be used for the purpose above for 6 hours after the long rest ends.
Notes: Buff, Debuff, Utility, Combat, Bard
Generally good. However, I think you should put a limit on the slot a bard can get from it. A 9th-level spell slot from a uncommon magic item that doesn't even need attunement is overpowered.
