Amulet of Arcane Stasis

This amulet allows the bearer to cast Counterspell at 3rd Level once per long rest. Any spell that would be nullified by this effect is instead delayed. At the end of the affected spellcaster's next turn, the spell takes effect as if cast on that turn. If the spell requires a saving throw, anyone who would be affected by it has advantage. If the spell requires an attack roll, the spellcaster must roll to hit again with disadvantage.
