A vision can only be acquired through a god. The god must deem you worthy of their respected vision and can grant you some of their power with that vision. When a vision holder dies while still in the hold of their vision, it becomes masterless. The vision still retains its powers within, but it must be reawakened by a being the vision deems worthy.
The Anemo Vision is bestowed by Dvalin, Anemo God. You gain the power to manipulate the wind in infinite ways, it all depends on how you choose to use it.
