Arcane Cloak of Billowing

While wearing this cloak, you can use a bonus action to make it billow dramatically. This cloak appears to be a relatively benign cloak outside of a barely visible shimmer along the edge, indicating it's potential arcane nature. A character must succeed an Arcane DC check of 17 or higher to learn its ability however.
