Potion, very rare

This thick, syrupy poison has the consistency of warm molasses. It tastes surprisingly sweet, but has a downright caustic aftertaste. There are even rumors that the recipe for it was handed down from some infernal source...

A creature that ingests this poison must make a CON saving throw (DC 19). On a failure, a creature takes 3d8 poison damage, and is Poisoned for an hour, even if it is immune to the Poisoned condition. If the creature that ingests this poison is a spellcaster, it takes an additional 3d8 Psychic damage, and it is unable to cast cantrips until the effects of this poison fade.

In addition, a spellcaster that has been poisoned by this potion can only cast spells of 1st level or higher using a spell slot at least 3 levels higher than intended, without gaining the benefits of using a higher level spell slot for the spell. For example, if a creature tries to cast the Bane spell, it must use a 4th level spell slot to cast it, while still having the effects happen as if it was cast using a 1st level spell slot.
