Wondrous Item, legendary (requires attunement)

While attuned to this magic item, your weapon and unarmed attacks deal an extra 2d6 cold damage, you gain immunity to cold, and resistance to fire. Also, every dawn, the average temperature of a circle 5 miles in radius originating from the cloak drops by 2 degrees Fahrenheit, to a minimum of -100 degrees. While in a freezing area, it lightly snows, halving the time exposed fire burns. While in an area of less than 15 degrees, it snows a medium amount, lightly obscuring the area, and extinguishing all nonmagic fire. While in an area with a temperature below 0 degrees, it is heavily snowing, heavily obscuring the area, and each creature without resistance or immunity to cold must make a constitution save of 13 or suffer one level of exhaustion every minute. The heavily snowing area is difficult terrain, and the snow rises 1 inch every hour. The wearer of this mantle and up to 5 creatures of their choosing are immune to all effects of the mantle. When the mantle is no longer attuned, or leaves the area, the effects linger, but the temperature rises by 10 degrees each day until normal temperature.

This magic item has 20 charges. It regains 1d20 charges every dawn. If the last charge is used, than roll a d20. If the result is one, the mantle turns to ice and is shattered, destroying the item. You may spend 1 charge to cast ice storm with the mantle. It’s dc is 18. You can spend charges over 1, up to 6, to cast the spell at a higher level for each charge spent.
