There are multiple sets of runes carved into 2 rings that twists to align to a position indicator.
One disk of runes identifies languages you can understand in writing (there is room for more runes to be carved through a process).
The second ring set with runes you can use 1x short rest to, in essence, cast the Identify spell using the runes denoting the schools of magic carved within ring.
You can toggle the indicator post to have the power as per the spell True Seeing that gives you truesight out to 5' for ALL vision (normal & magical). Truesight can, see in any darkness including magical, see things that are invisible , automatically detect illusions & saving throws against them automatically. It can, see the original form of anything that is transformed by magic or shapeshifted. Lastly you can see into the Ethereal Plane. If you are blind with this on in this fashion you can see out to that 5' range.
Lastly you gain proficiency in investigation and arcana.
