Armor (chain shirt), rare
You gain a +1 bonus to AC while you wear this armor. You are considered proficient with this armor even if you lack proficiency with medium armor.
Made of interlocking metal rings, a chain shirt is worn between layers of clothing or leather. This armor offers modest protection to the wearer's upper body and allows the sound of the rings rubbing against one another to be muffled by outer layers.

I mean you make some fair points. This armor is vastly underpowered from what it was in prior editions. That being said, the point of this item in 5th edition is that any non-proficient character can use this item without penalty. This usually means that it is a good choice for single-class wizards and sorcerers.
Well it's a rare magic item, the DMG suggests about 4,000 GP for rare items. Xanathar's Guide to Everything has a thing for randomly generating item costs and for rare items it suggests 2d10 X 1,000 GP, which is significantly more expensive on average.
In 5th Edition, there is no rule banning druids from using metal. In the older edition, the rules specifically stated that druids can't use metal items and list what happens when they do. In the PHB for 5e, all it states is that druids don't use metal. No where in 5e does it state that they can't, or any consequences if they do. 5e merely turned that feature into flavor that can easily be ignored.

Elven chain, like the boots and cloak are given to elves. Any non-elves wearing such items means that the original elf owner was killed or robbed. which is why there is no gold value. Any serious elf player would demand the non-elf in possession of these items return them at once. A good elven player would even go to violent action to recover these items, regrettably. If the wearer is orc or some other, they will likely be killed by an elf to recover the item.
Although technically this item could be worn under other armor, the idiots that are putting 5th/1st edition together, say you can't wear two sets of armor. Play 3.5 ed. which is superior to 5th hands down.
They did nerf this item, elven chain is a full mithril chain suit. With no armor check penalty, and elven mages would suffer no spell failure in prior better editions. seriously that dolts at wizards should just call 5th edition 1st edition.
IN ALL EDITIONS OF D&D DRUIDS CANNOT USE METAL ARMOR. IN PAST EDITIONS THEY CAN USE SILVER SICKLES ONLY. that is why elven glassteel, and ironwood in past editions were prized by druids. Dragon hide armor was also prized as well.
If that’s the way you’d like to roleplay your elves that’s fine, but there isn’t any precedent in the game or underlying lore for this. How did the Fellowship of the Ring obtain their elven cloaks? The cloaks were given to them by Galadriel the elf. When Gandalf and Thorin showed their elven blades to Elrond in Rivendell he identified them and gave them back.
You can’t wear two sets of armor together. There’s nothing idiotic about that. The AC value for plate armor already includes the chain, leather and padding underneath it.

Druids aren't restricted in using metal armor, they just usually don't because most druids oppose man-made metals. It's not an actual restriction.
"druids **will not** wear armor or use shields made of metal"-in the armor proficiency section of the PHB for druids.
I don't know why people try to pretend this is flavor text, it's very explicit. Druids won't use metal armor. Period.
