This object appears as a wooden box that measures 12 inches long, 6 inches wide, and 6 inches deep. It weighs 4 pounds and floats. It can be opened to store items inside. This item also has three command words, each requiring you to use an action to speak it.
One command word causes the box to unfold into a boat 10 feet long, 4 feet wide, and 2 feet deep. The boat has one pair of oars, an anchor, a mast, and a lateen sail. The boat can hold up to four Medium creatures comfortably.

When the box becomes a vessel, its weight becomes that of a normal vessel its size, and anything that was stored in the box remains in the boat.
The third command word causes the folding boat to fold back into a box, provided that no creatures are aboard. Any objects in the vessel that can't fit inside the box remain outside the box as it folds. Any objects in the vessel that can fit inside the box do so.

So I'm running the spelljammer expansion. In order for a vessel to become a spelljamming vessel it must have the spelljammer helm and weight 1 ton or more. My question is what is the weight of the folding boat under it's second command word?

No it shouldn't weigh 1 ton. Other than the illustration on magic item there isn't a good one because the description makes the boat a Tardis and its impossible. There isnt room for 10 rowers (8' means the oars are side by side not one man per set), a deck cabin and a mast and 5 other creatures. Add to that the "deck" which implies a hold and this is much larger than a 24 boat. The HMS Bounties launch was a 23' boat made for 15 men, it had no cabin and only 2 sets of oars.
In its larger state it would be roughly 2000 pounds. Precisely 1 ton.
Wait, how does the boat hold four medium creatures "comfortably" if a medium creature occupies a 5 square feet and the boat is 10x4 square feet (or two 5 feet x 4 feet squares)? I get how four medium creatures could maybe possibly perhaps cram themselves into such a space but "comfortably" isn't the first word comes to mind...
For traveling, they can be comfortable. For combat, they might be a bit restricted.
It's about the same measurement as the interior of a car (the average being 10.5ft x 5.5ft)
Add a Spelljammer's Helm and you have a folding space ship.
