When you attack a creature with this magic weapon and roll a 20 on the attack roll, flowers bloom from the blade and around you, and the creature must make a DC 13 Wisdom saving throw in addition to suffering the attack’s normal effects. On a failed save, the creature is charmed by you until the end of its next turn.
Proficiency with a Longsword allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Sap. If you hit a creature with this weapon, that creature has Disadvantage on its next attack roll before the start of your next turn.

Wait isn’t this a spell from Tasha’s cauldron of everything?
Aren’t you not allowed to attack and charm at the same time? Most things that charm say the charm is Broken if you attack.
That's not part of the charmed condition, that' part of the spells that inflict it like charm person. All charm does on it's own is prevent a creature from attacking you and give advantage on persuasion rolls. Charm is used to represent allot of effect by attaching riders, for example:
There are also charms like compulsion which don't don't inflict charmed so its also used generally as a short hand for mind manipulating effects and immunity to it represents immunity to such effects.
It's not a very powerful condition on it's own so you can make this sword more powerful at higher rarities by either increasing the range at which the charm occurs, increasing the dc, increasing the duration or even making it automatic on a crit. You could also take any riders from the charm family of spells to create effects like hypnosis, mind control, friendship or add a non charmed charm like the Otto's Irresistible Dance.
Overall I like the item it's very flavorful, pretty and easily customisable.
