This staff can be wielded as a magic quarterstaff that grants a +2 bonus to attack and damage rolls made with it. While holding it, you gain a +2 bonus to Armor Class, saving throws, and spell attack rolls.
The staff has 20 charges for the following properties. The staff regains 2d8 + 4 expended charges daily at dawn. If you expend the last charge, roll a d20. On a 1, the staff retains its +2 bonus to attack and damage rolls but loses all other properties. On a 20, the staff regains 1d8 + 2 charges.
Power Strike. When you hit with a melee attack using the staff, you can expend 1 charge to deal an extra 1d6 force damage to the target.
Spells. While holding this staff, you can use an action to expend 1 or more of its charges to cast one of the following spells from it, using your spell save DC and spell attack bonus: cone of cold (5 charges), fireball (5th-level version, 5 charges), globe of invulnerability (6 charges), hold monster (5 charges), levitate (2 charges), lightning bolt (5th-level version, 5 charges), magic missile (1 charge), ray of enfeeblement (1 charge), or wall of force (5 charges).
Retributive Strike. You can use an action to break the staff over your knee or against a solid surface, performing a retributive strike. The staff is destroyed and releases its remaining magic in an explosion that expands to fill a 30-foot-radius sphere centered on it.
You have a 50 percent chance to instantly travel to a random plane of existence, avoiding the explosion. If you fail to avoid the effect, you take force damage equal to 16 × the number of charges in the staff. Every other creature in the area must make a DC 17 Dexterity saving throw. On a failed save, a creature takes an amount of damage based on how far away it is from the point of origin, as shown in the following table. On a successful save, a creature takes half as much damage.

Ok, and? Original lore is nothing more than a historical curiosity. No one is bound to that. Rarity is also not the only measure of value. A child's art project is unique in all the world, that doesn't make it more valuable than any other kid's art project. So, this staff isn't super impressive for what it actually is. If it were an artifact, then sure, but it needs a bit of a boost. Like no risk of it going inert, refresh all charges each day, make it a +3, and add Firestorm and Weird to its spell list. Then we're talking.

A question though: Would a person be able to expand more than one charge in a melee attack to deal further 1d6 damage, going so far as to expend 20 charges to deal 20d6 force damage?

I think yeah. Luckily it can't be used by a monk, cause that would be so many melee attacks. I don't think Liam has extra attack. Also, holy shit, is Yasha Thor now?
Nope. The wording is that they can expend 1 charge, so it's only 1 per melee attack.
Thief/artificer.... need I say anything else
I don't think thiefs will pick this one very fast, because it does not work with sneak attack and the caster of the group can probably do more with it. Artificer's will probably love this one, though.
My DM in one of my campaigns is going to give me one of these.

When I equip this item, my spell attack roll isn't accurate for cantrips. Does anyone else have this issue, or is there something I'm missing that cantrips woulnt have the same spell attack as other spells
Hi! I have the same Problem. The cantrips Eldritch Blast and Ray of Frost don't get the spell attack roll, but the Cantrip Chill Touch does. So I don't think cantrips spell attaks are different from the other spell attacks. I really don't know why or if i did miss something, but maybe it is a bug?
It seems as if the magic missile spell is now missing from the list of added spells when equipping it.
Because Fraz-Urb'luu's most impressive possession was the Staff of Fraz'Urb-luu. It was essentially a weapon with the combined powers of a staff of command, a rod of beguiling, and a rod of rulership. Not the commonly named staff of power.
I think it's just a mix up from using the wording in a different context.
That aside, a simpler explination could be: because it's his staff. And he wants his property back.
One of the best magic items in the game, the +2 to all saves and the ability to cast Wall of Force on their own make this a great item.
Usually the focus needs to have some sort of significance to the caster. So not necessarily any staff or wand you find can be one. I'm pretty sure there's a uncommon item that you can attack to weapons or the like to make it into a focus tho.
Would using 19 charges and waiting til dawn be efficient or do all 20 charges work fine?
The wording of your question is a little hard to follow.
The safest thing to do is keep one charge in it. You can use the last charge just fine. The depower roll happens after using the last charge.
Bit late, but spell casting items have a secondary benefit beyond spell use, your not performing the somatic or verbal components, so opponents shouldn't be able to counterspell it.
Could be a useful tool, could be arsenal to empower agents, could use some other magic that extracts the power for other uses.
Sure, it's not useless, it's a solid and potent item, but my comment was about how it just doesn't meet the standard you'd expect for an item coveted so strongly by a demonlord. This item would not be beyond his ability to just create or have a minion create. It's also 'very rare' but not unique. So more than one of these exists out there. It doesn't quite add up. I'm not saying it's not a great item, it is, but it's not in the top tier class I'd expect for the lore surrounding Fraz Urbluu.
