Weapon (handaxe), artifact

A frigid axe that has an icy blue head, with a hammer-like attachment mounted on the back end. It has a spike on the top and a rather fancy birch wood handle with carvings in it. anyone who can speak Aboleth knows that it says "as a foe bleeds, his heart shall freeze". It is incredibly light for  the character chosen to wield it. So light in fact that it counts as a finesse weapon and uses dexterity as a modifier. The way a character is chosen is by having all players roll a D20 and giving it to whoever rolls LOWEST. any creature hit with a thrown attack with this weapon must make a constitution saving throw and if they fail, their body temperature lowers, ice forms around the wound and they have disadvantage on all actions during the next turn. If this axe deals the killing blow on any creature, the creature is frozen solid, though any weapons, shields, or hand-held items remain untouched. nobody except the chosen user can wield the axe. If they attempt to, they take 1D4 damage and if they fail a constitution saving throw, their speed is reduced by 10 during the next turn. If the chosen user dies, have your party roll again and give it to whoever rolls LOWEST.

Proficiency with a Handaxe allows you to add your proficiency bonus to the attack roll for any attack you make with it.

This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.

Vex. If you hit a creature with this weapon and deal damage to the creature, you have Advantage on your next attack roll against that creature before the end of your next turn.

Notes: Damage: Cold, Light, Thrown, Vex
