Anti-magic Manacles

These runic engraved devices are used to collar mages and other spellcasters that have violated the law. Any spell that requires verbal or somatic components automatically fails while these manacles are on the spellcaster. These devices can be dispelled with Dispel Magic, or with a DC25 Arcana check to decipher the arcane engravings.
