These manacles can be affixed to a willing creature at any time. An unwilling creature must be either restrained or incapacitated first. Then with an action you may affix the manacles.
This set Manacles have faint glowing glyphs on their cuffs. While on a creature, magic of any spell 3rd or lower fails. 4th and 5th level spells must beat a DC 16 check using the casters spell casting ability. Spells of 6th level or higher are not stopped by the manacles.
